Now however, in Latin America, little education for the excluded and the forms of social mobility in different strata, indicated that marginal urban populations were very disadvantaged, because those two elements were and are very difficult barriers to overcome, even in situation of expansion of employment opportunities. The first urban excluded roles is to define with clarity that is understood by urban marginality; According to Curl pattern (1981) is a population that lacks individual and group participation in those areas in which should participate or exercise their roles conceived in a broad way to act, to give and take and exercise their rights and constitutional duties. Roles determined sociocultural norms and values, but when participation becomes problematic or troubled should finally arrive at the evaluative and ideological components that must then be translated into decisions in the field of policies or in the plane of action. The distribution of wealth and opportunities to alleviate poverty can only be achieved in the medium and long term.
This is possible with comprehensive economic policies aimed at improving the distribution of wealth and opportunities for the dispossessed. To achieve a better real income, must interact a lot of variables, but the general policies can be divided into: a) policy of indirect taxation of goods and services, b) political transfer of income, and c) policies to modify the ratio between compensation for hand work either wages and remuneration of capital or taxes on utilities and interest rates (curl pattern, op. cit, pp. 109-110). Policies of indirect taxes subsidized indirect tax policy to promote an agricultural production of low costs and prices, could produce significant improvements in the conditions of the power of the poorest in society, but need to be careful with immediate effect that can discourage production.
