Commission

Faced with this panorama, the representatives of civil society in the Commission’s work have insisted that the reconciliation of payments and receipts of aggregate would represent a setback in the quality of the national report. Finally, in order to not frustrate the process, he left in freedom to enterprises to define their participation in the initiative authorizing individual dissemination of your payments or not. With all these obstacles, the accession of enterprises on the initiative has been quite slow. Despite the repeated official invitations, by both the Committee on labour and the Minister of energy and mines, to date only 17 companies have approved its participation in the initiative: 13 mining subsector (55% of the) production) and 4 of the hydrocarbon (12% of production). We must remember that it has established in a minimum of 75% of the value of production to ensure the representation of companies in validation of the data at the level country. The work Plan for the EITI Peru process also includes the study of reconciliation at the national level, two pilot programmes at regional level which will focus both the calculation of canon, royalty and right to force and its distribution, as well as the use of the financial resources transferred to the selected regions.

In other words, these programs affect primarily evaluate the quality of the expenditure of the resources generated by extractive activities. The selected regions have been Cajamarca and Cusco. The process is slow and is expected to conclude the study of reconciliation at the national level by the end of May this year. According to the work Plan, before year’s end it must have been completed the process of validation, according to the methodology of the EITI, it must be performed by an external agency. Undoubtedly, deadlines are quite tight in order to complete the whole process before March 10, 2010, deadline to pass the condition of abiding country’s EITI candidate country (to date, 24 countries that have initiated its process are in candidate status and only one Azerbaijan has managed to reliably seal). But beyond the achievement of the goal, it is the commitment of civil society organizations and PUCP inside of this group in the Commission continue strengthening initiatives such as the EITI aimed to move away from the evil curse of natural resources and resources generated by the extractive industries in true expressions of development we can see processed, particularly in the most needy sectors of the country.
